All-Stars Manager/Player Selection Process
Scope & Application
This All-Stars/Select Selection Process applies to all Stanwood-Camano Little League baseball and softball teams across all divisions and age groups.
The selection process will follow the sequence outlined below:
- All-Stars Manager Selection
- Player Commitment Forms Submitted
- Open Tryouts
- Teams are formed at Selection Meetings by Manager
- Team Announcements
Team Composition
The goal is to select the most skilled and competitive teams possible for tournament play, ensuring fairness and impartiality throughout the selection process.
- Team Size:
Each All-Stars/Select team will consist of a maximum of 14 players, per Little League International rules, with the exception of the Senior Division, which may have a maximum of 16 players. - Roster Determination:
The All-Stars/Select Manager for each division has the authority to determine the final team roster, taking into account recommendations provided by the SCLL Board. - Age Group Breakdown:
- 10U Minor Division: 12–13 players
- 11U Division: 12–13 players
- 12U Major Division: 12–13 players
- Junior Division: Minimum of 12 players
- Senior Division: Minimum of 12 players
Manager Eligibility
To be eligible for selection as an All-Stars (Tournament Team) Manager or Coach, the following requirements must be met:
- Little League Diamond Leader Training Program:
All regular-season Managers and Coaches must complete the Little League Diamond Leader Training Program (littleleague.org/diamondleader). This program must be completed prior to being named a Tournament Team Manager/Coach and before participating in any practices or games.
Tournament Team Managers and Coaches who have completed the program should be prepared to present their Diamond Leader completion certificate if requested by the District Administrator or Tournament Director.
- Attendance Requirement:
To be eligible for All-Stars selection, softball and baseball coaches must meet Little League's minimum attendance requirement, which is at least 50% of the scheduled regular-season games.
Manager Selection
The President of the League will reach out to each Manager and Coach to determine who is interested in managing All-Stars teams, encouraging them to submit an application. Managers are to provide the President with their application and any additional information necessary for consideration as an All-Stars Manager.
If multiple candidates emerge, the President will solicit additional input regarding each candidate’s qualifications and alignment with League ideals.
All-Stars Manager Candidate Selection Criteria and Eligibility, per Little League Rules:
- Eligibility:
All-Stars Managers must be a rostered Manager or Coach during the regular season at the level they wish to manage. - District Administrator Approval:
The League President may not serve as an All-Stars Manager or Coach without approval from the District Administrator. - Participation in Other Leagues:
A Manager or Coach who has participated in another youth baseball/softball league may be excluded from All-Stars selection if their involvement is deemed “detrimental” to SCLL operations. - Child’s Selection:
Selection as Manager or Coach does not guarantee inclusion of the Manager’s or Coach’s child(ren) on the All-Stars team. Players must meet the criteria set forth in the final eligible player candidate pool and earn their spot based on merit.
Once the President has received all Manager applications and input, the SCLL Board will meet to discuss the candidates. The President will present their findings and make a recommendation for each team. In the event that any Board member cannot attend the meeting, proxies will be sought, and members with direct conflicts will be excused from the discussion.
If the Board is unable to reach consensus, the League President will consult with the District Administrator and make the final determination on the selected Manager for each team.
Selection of Coaches:
The selected Manager may choose two coaches after the players have been selected, provided that the coaches are rostered Managers or Coaches from the regular season for the selected division and meet all eligibility requirements. The SCLL President will make the final decision to approve or reject the Manager’s recommended coaches, unless there is sufficient reason to call a Board meeting to resolve an issue.
Player Eligibility
Players are eligible for Tournament Play provided they meet the criteria established by the Little League Residency and School Attendance Player Eligibility Requirement, Player Participation in Other Programs, and the following:
- 8–10-Year-Old Division:
Any player League Age 8, 9, or 10, with amateur status, who has participated in at least eight (8) regular season games (Special Games may count toward this requirement) by the start of Tournament Play in their respective District. This requirement excludes the school baseball season. - 9–11-Year-Old Division:
Any player League Age 9, 10, or 11, with amateur status, who has participated in at least eight (8) regular season games (Special Games may count toward this requirement) by the start of Tournament Play in their respective District. This requirement excludes the school baseball season. - Little League (Major) Division:
Any player League Age 10, 11, or 12, with amateur status, who has participated in at least eight (8) regular season games (Special Games may count toward this requirement) by the start of Tournament Play in their respective District. This requirement excludes the school baseball season. - Intermediate (50/70) Division:
Any player League Age 11, 12, or 13, with amateur status, who has participated in at least eight (8) regular season games (Special Games may count toward this requirement, see Regulation IX) by the start of Tournament Play in their respective District. This requirement excludes the school baseball season. - Junior League:
Any player League Age 12, 13, or 14, with amateur status, who has participated in at least eight (8) regular season games (Special Games may count toward this requirement, see Regulation IX) by the start of Tournament Play in their respective District. This requirement excludes the middle school, junior high school, or high school baseball season. - Senior League:
Any player League Age 12, 13, 14, 15, or 16, with amateur status, who has been registered with a local league and meets the residency or school enrollment requirements by the start of Tournament Play.
Player Interest in Becoming an All-Stars Candidate
Any player currently registered with Stanwood-Camano Little League (SCLL) may be considered for one of the All-Star teams.
- Commitment Form:
SCLL will post the All-Stars Commitment Form on the website under the All-Stars tab. If a player is interested in being considered as an All-Stars candidate, they must sign the commitment form and return it to SCLL by the date indicated on the form. - Deadline:
If the Commitment Form is not received by the designated date, SCLL reserves the right to deny participation in tryouts. - Registration Requirement:
Players must register for their specific division and must complete registration before tryouts.
Balloting
- Player Eligibility for Ballot:
Any player who has expressed interest in being considered for the All-Stars team by submitting a signed All-Stars Commitment Form will be placed on the ballot as a candidate. This process is typically managed by the team managers in May. - Encouragement for All Players:
Managers and coaches will encourage all players to complete the commitment and eligibility forms, regardless of their ability. Every player who submits the form will have their name placed on the ballot and be considered eligible for the All-Stars team.
Voting
The players who receive the highest number of votes will be invited to try out for a chance to be selected for an All-Stars team.
- Ballots Distribution:
Ballots will be provided to All-Stars eligible teams. Coaches and players will vote for up to 4 players on their team and 2 players from other teams, for a total of 6 votes. - Division-Specific Voting:
Players and coaches will only vote for players in their own division. For example, Majors players and coaches vote for Majors players only. - Voting Criteria:
Players should be encouraged to consider talent, sportsmanship, and attitude when casting their votes. - Ballot Sealing:
Once voting is complete, the ballots will be placed in an envelope and sealed by the Player Agent, President, or Vice President. The manager of each team will sign across the seal of the envelope containing their team's ballots to ensure confidentiality. - Vote Counting:
The votes will be counted by two individuals who have no vested interest in the teams being counted (i.e., their child is not on the ballot, and they are not the manager of any team involved). This may include the Player Agent, President, or other Board members as needed.
Player Evaluation
The All-Star player evaluation process consists of three components:
- Registration for the appropriate division
- Submission of a signed All-Stars Player Commitment Form
- Participation in All-Star Tryouts
Tryout Process
- Players will begin with skills and drills as warm-ups, followed by scrimmages and situational drills that reflect the level of play expected during All-Stars tournaments.
- Players will be evaluated on both performance and character, including:
- Attitude
- Teamwork
- Sportsmanship
- Coachability
Tryout Guidelines
- Attendance: Players may not miss tryouts unless approved in advance by the All-Stars Selection Committee.
- Structure: Drills are conducted by All-Star Managers and overseen by a member of the All-Stars Committee.
- Duration: Tryouts will last approximately 2 hours, unless otherwise noted.
Basic Selection Criteria
Evaluations will be based on the following ideals:
- Skill Level and ability to compete
- Attitude, hustle, team spirit, and leadership
- Character, integrity, sportsmanship, and coachability
Player Selection
The final decisions regarding team roster size and player selections will be made by the All-Stars Player Selection Committee.
This committee will include:
- The League President
- The League Player Agent
- The Vice President
- The All-Stars Managers for the corresponding division
The committee will consider evaluations from tryouts, player ballots, and overall player eligibility to ensure a fair, competitive, and balanced roster that represents Stanwood-Camano Little League with excellence in both skill and character.
All-Stars Selection Meeting Process
During the All-Stars Selection Meeting:
- The All-Stars Managers will submit their proposed player selections to the All-Stars Selection Committee.
- The Selection Committee will review all player selections for fairness, eligibility, and alignment with league values.
- If the committee finds any selection questionable, the All-Stars Manager will be notified in advance and given the opportunity to:
- Justify the selection, or
- Submit an alternate (secondary) player selection
After the All-Stars Selection Meeting:
- The All-Stars Manager will be responsible for personally informing any players not selected for the team.
- The All-Stars Manager will also submit their recommended Assistant Coaches to the Selection Committee for approval.
Team Announcement
The names of players selected for All-Stars tournament teams, as well as the appointed All-Stars Managers, shall not be publicly released before May 15.
Announcements may only be made after:
- The eligibility of all prospective team members has been verified, and
- The availability and commitment of all selected players has been confirmed.
This ensures compliance with Little League International regulations and helps maintain fairness and integrity in the selection process.
